Private Joint-Stock Company «Export-Credit Agency» of Ukraine
ECA Ukraine:
- is an insurer with a special status and license
- is a joint-stock company
- corporate rights are managed by the Government of Ukraine through the Ministry of Economy of Ukraine
- is under the regulation of the National Bank of Ukraine
ECA Ukraine insures:
- the export of all works and services of Ukrainian origin
- the export of goods according to Ukrainian Classification of Goods for Foreign Economic Activity codes, considering the restrictions established by Article 8 of the Law of Ukraine "On Financial Mechanisms for Stimulating Export Activities “(products with high added value. Not raw materials. No restrictions on services and works)
- up to 85% of the value of the foreign trade contract
- total amount of liability cannot exceed the size of equity capital
One of the main tasks of the ECA Ukraine is protection of Ukrainian exporters from risks of non-payment and financial losses associated with foreign economic agreements (contracts) through insurance, reinsurance and provision of guarantees.
Private joint-stock company «Export-credit agency» provides the following services to exporters:
✓ Insurance of pre-export financing (loans): portfolio-based export credit insurance and export credit insurance with individual risk assessment
✓ Insurance of receivables (foreign economic agreements): both insurance of individual supplies or turnover insurance
✓ Insurance of bank guarantees and counter-guarantees
✓ Investment-related insurance: investment loan insurance and insurance of direct investments in Ukraine and investments within Ukraine against war and political risks
- December 2016 - the Law of Ukraine On Financial Mechanisms for Stimulating Export Activity (ECA`s main Law) has been enacted
- November 2018 – establishment of the legal entity ECA Ukraine
- November 2020 – first insurance policy issued
- March 2022 – fundamental changes in the ECA`s main Law
- May 2022 – National Bank of Ukraine Resolution admitted the ECA Ukraine’s guarantees/insurance guarantees contracts are an ACCEPTABLE FORM OF COLLATERAL for banks with liquidity coverage ratio of 0.85.
- January 2023 – National Bank Resolution established licensing requirements, corporate governance standards, internal control systems, key official’s qualifications, insurance reserves and defined capital adequacy, solvency standards and regulatory reporting requirements
- May 2024 – two new investment-related products were launched
1) insurance and reinsurance against WAR and/or POLITICAL risks of Ukrainian exporters’ loans associated with necessary infrastructure setup investments to ensure development of processing industries and export of goods (works and services) of Ukrainian origin.
2) insurance and reinsurance of direct investments into Ukraine against WAR and/or POLITICAL risks
June 2024 – Strategic Development Plan for 2025 – 2029 approved.
